i cant deleate fiiles help

OK i got Windows7 and it won't let me delete some files and it won't let me change permissions the only account on the computer is mine and i am the administrator so why won't it let me change the setting or delete what ever I want i am not trying to delete any windows files or anything that it would think is apart of windows i installed steam and when it goes to update it gives a error that it deleted steam.exe but it is still there. i hit ok and it closes so i went in to program files where it installed and tried to delete it manually and that is when i found out i can't, i tried to change the permission and it won't let me i check the full access and hit apply and it unchecked all the boxes i am really pissed off so if some one can explain to me how to fix it that would be great thanks

Whats the error message you are getting when you try to delete the files? Have you rebooted since you uninstalled Steam? Was the file still there? If it was, did you try to delete it again?

NO i i didn't try a reboot the error was you do not have permission to access this file / access dyed then the to change permission then when i go in to properties and under the security tab i try to change it and it just wont except that the changes it i was able to take ownership of the the whole files called programs the one with all the programs in it after much screwing a round and was able to delete it but steam still is having a problem installing going out to dinner later tonight or tomorrow i will take some screen shot so you can see what i am saying as i am not sure i am explaining it Right thanks for the help will get back to you it was just so pissed last night i had to post something to calm myself down knowing that if i post here someone would figure it out LOL
